8. Where the Régie decides to hold a hearing, it shall send the applicant a notice indicating the date, time and place of the hearing as well as the reasons therefor.
The notice of hearing shall be sent to the applicant by registered mail at least 7 days prior to the date set for the hearing, unless the applicant agrees to a shorter notice.
